Super Administrators can create Certified Functions Person Categories in Site Settings. Once these have been created, assign your Users to the appropriate Category. Categories can then be added as a Form Field and pulled into the Certificates received by Users once they've been assessed as Fit and Proper.

Now that you have assigned Categories to your Users, this information is ready to include in your Form Template and Certificate, pulling in the relevant data for the individual from their profile using the User Data form field.
